PURPOSE: To promote small electrification as well as to reduce a stopping shock by controlling the body of a main control valve with non-return function or a magnet coil of a pilot valve in use of a capacitor or DC power supply so far charged during current-energization, as a controlling power source after power failure, in the case where the power failure has occurred.
CONSTITUTION: A main control valve DV with a non-return function serves as a check valve at time of stoppage and ascension, and magnetizes three solenoid pilot valves SDH, SDN, SDE only at the time of working, thus it is selected, discharging a fluid to a tank 1. The solenoid pilot valve SDE discharges the fluid to the tank 1 via a reduction control throttle valve 30. When a power failure has occurred at time of traveling at more than a speed V1, the valves SDE, SDH are demagnetized and the valve SDN remains demagnetized intact, and the main control valve DV is slowly closed, so that any stopping shock is thus preventable.
