To provide a technology capable of receiving a taken image, which is useful for a user, from a vehicle, and presenting the taken image to the user.SOLUTION: Provided is a controller including a vehicle information acquisition unit that acquires vehicle information, which contains position information representing the position of a vehicle and speed information representing a traveling speed of the vehicle, sent from the vehicle, a traveling situation decision unit that decides the traveling situations of plural vehicles on the basis of plural pieces of vehicle information, and a taken image receiving unit that receives from a vehicle, the traveling situation of which meets a predetermined condition, an image which is taken by the vehicle.SELECTED DRAWING: Figure 3
