To heat properly a toilet seat or the like despite mixing of disconnect data or short-circuit data by deciding whether temperature data are normal data or disconnect data and computing the quantity of current applied to a heater from setting temperature information of a user and the average of the normal temperature data.
An input means 17 in a controller 16 incorporates temperature data of a toilet seat measured with a temperature thermistor 6, a data judgment means 18 judges whether the temperature data are normal data or abnormality data such as disconnection, short-circuit or the like. Normal, disconnect and short-circuit counters 19a to 19c count one in accordance with the result of judgment, and a storage means 20 saves only normal data. In addition, an average value computing means 21 computes the average value of the normal temperature data when the count of a normal detection counter 19a reaches the predetermined number of times, the energization computing means 22 computes the quantity of current applied to a toilet seat heater from averaged temperature data and setting temperature information of a user.
