One or more pipe members 25 are mounted to a wave-shaped fin 24 in the advancing direction thereof so that each pipe 25 passes through two or more portions of the fin 24, and a cooling storage material 14 stored in a container is set so as to contact two or more waves of the fin to constitute a cooling storage type heat exchanger 23. Thus, thermal energy is efficiently transferred to the cooling storage materials, and hence nighttime power can be effectively utilized. Heat release from cooling storage materials can be stabilized so that the temperature control in a space to be cooled can be easily performed.
