The objective cosmetic composition is prepared by compounding a hydroxycarbamate-functioned silicone of the formula: MaM'bDcD'dTeT'fQg {M is R3SiO1/2; M' is R3-iR'iSiO1/2; D is R2SiO2/2; D' is R2-jR'jSiO2/2; T is RSiO3/2; T' is R'SiO3/2; Q is SiO4/2; i is 1-3; j is 1 or 2; a, b, c, d, e, f, g ore each 0 or a positive integer where b+d+f≥1; R is independently selected from 1-40C monovalent hydrocarbon groups; R' is -CH2-CH2-R"-CH(OH)-CH2O2CNR1R2; R" is a 1-40 divalent group; R1 and R2 are independently selected from H and 1-40C monovalent hydrocarbon groups to each other}.
