To create a course for an efficient delivery.

This course creation system 100 creates a course of article delivery in a region including a plurality of delivery points. In consideration of information on times for delivery to the delivery points or information on amounts of article delivered to the delivery points, a course mode selection part 162 selects one of a plurality of delivery methods for delivery to each delivery point. For every delivery method, a store selection part 112 sequentially selects delivery points to be included in the same course. A calculation processing part 116 calculates a first statistic depending on the times for delivery to the selected delivery points, and a second statistic depending on the amounts of article delivered to the selected delivery points. In consideration of the first statistic and the second statistic, a correction processing part 122 controls the selection of delivery points to be included in the same course.
