PURPOSE: To provide a creating device and display device for jigsaw puzzle, which is effective to change jigsaw puzzle into an electronic game.

CONSTITUTION: An image original picture such as a photo or painting, etc., is read at a input part 10. The obtained image data is fetched in a computer 12 by an image fetching part 14. A pallet conversion is performed at a converting part 16 so that the color tone of the original picture may be naturally kept. At a image break-down part 18, the image after being pallet-converted is broken down, and a broken-down image corresponding to each jigsaw piece is obtained. This image becomes a jigsaw piece by going through a mask which is stored in a memory 22. When the operation of an operating part 24 is performed, the transfer of the jigsaw piece is performed by a transfer part 20. The condition of this transfer is displayed on a display 30 by a video processor 28.
