A tilting fixing pin engagement hole is formed in a position in a rear part of a base 12 and facing a holder. A tilting fixing pin directed in parallel with a pin 11 and capable of tilting integrally with the holder is provided on the holder. A spring energizing the tilting fixing pin in a direction of the rear part of the base 12 is provided on the tilting fixing pin. When the cutting part 50 and the holder are tilted to the tilting predetermined position wherein the height from a base 12 lower end to an upper end of the cutting part 50 becomes minimum, the tilting fixing pin is automatically engaged with the tilting fixing pin engagement hole, and the cutting part 50 and the holder are temporarily untiltably fixed.
