To safely and quickly cut a bolt without generating spark by installing a pair of cutting blades in blade installing parts on the opposed ends of a rotary body and a device body.
A hydraulic hose from a hydraulic pump is connected to a connecting coupler 32a of a hydraulic cylinder 32 in a cutter. This cutter is held through a gripping bar 37, and a bolt 5 is positioned between cutting blades 14 and 24. When a rod 33 is projected by actuating the hydraulic cylinder 32, since an extended part 22 of a rotary body 20 is pressed to rotate the rotary body 20 the upper cutting blade 24 approaches the lower cutting blade 14 to cut the bolt 5. When a clearance between a nut 6 and a vertical metallic material is small, the edges of both cutting blades 14 and 24 enter this clearance by the wedge action, and cut the bolt 5.
