The cutter is made up of a housing 7 provided with a cutting tool 13, capable of vertical movement, a front vice device 23 provided with front vice jaws 27A, 29A, capable of longitudinally moving, a first detecting means 33 for detecting that the housing is lowered from above in order for the cutting tool to interfere with the upper faces of the front vice jaws 27A, 29A, and second and third detecting means 45, 47 for detecting that the front vice device 23 moves from the front of the cutting tool and the end faces of the front vice jaws 27A, 29A reach the positions a short distance A and (A+B) spaced apart forwardly from the position of the cutting tool. Further, an indicator lamp 55 which lights or flickers when the second and third detecting means 45, 47 are turned ON, is provided.
