This device is composed of a first mechanical part 1 having a penetration hole of a given length, a second mechanical part 2 similarly having a penetration hole of a given length, and a third mechanical part 6 which holds both mechanical parts 1 and 5 such that the above two penetration holes come into tight and freely slidable contact with each other at the same position. While a mercury impregnated material 10 filled with a mercury impregnated powder 14 is inserted in a sleeve 13, either the first mechanical part 1 or the second mechanical part 2 slide to cut either the sleeve 13 or the mercury impregnated powder 14 which has filled inside of the sleeve 13, and so on without causing the deformation thereof.
