To restrain occurrence of sealing failure, etc. caused by attachment of chips by drastically reducing chip producing quantity in a space sealed with a case and a housing for working and to improve discharging work efficiency of the chips.
A cutting scheduled point of an existing pipe 1 is cut by a cutting device E continuously after preliminary cutting by drilling a part of the existing pipe 1 before sealing a cutting work region of the existing pipe 1, applying liquid stopping treatment so that liquid does not flow out through a drilled point, preliminarily cutting the cutting scheduled point of the existing pipe 1 by the cutting device E within a limit where it is not cut off and separated or it is not ruptured by hydraulic pressure in accordance with measurement of thickness of the chips produced due to drilling of the hole and sealing the cutting work region of the existing pipe 1 with the case A and the housing C for working after removal treatment of the chips produced due to the preliminary cutting.
