To provide a developing device and an image forming apparatus capable of preventing respective devices in a machine such as an electrifying device from being soiled by toner by appropriately collecting scattered toner even in such a state that the electrifying ability of carrier in developer is decreased.
The developing device 14 includes a developing roller 21 carrying the developer having toner and carrier and developing a latent image on a photoreceptor 11, and a regulation member 22 regulating a developer carrying amount at a position upstream from a developing position for the photoreceptor 11 on the developing roller 21 in the rotating direction of the developing roller 21, and includes a toner scraping member 31 provided at a position upstream from the regulation member 22 in the rotating direction of the developing roller 21 and applying varied magnetic field to the developer on the surface of the developing roller 21 to discharge excess toner, and a fan 34 sucking the air around the toner scraping member 31 and removing the excess toner discharged from the developer.
