The device is equipped with a securing means having a securing part 16 secured to the rod 11 and an arm part 17 extending in a direction apart from the securing part 16. The arm part 17 of the securing means is placed at a position to offset in the axial direction of the rod 11 for the position of a screw means 18 securing the securing part 16 to the rod 11 on the securing means.
