PROBLEM TO BE SOLVED: To provide a communication information bandwidth controller and method, which can sufficiently transmit and receive voice information without breaking user voices and smoothly proceeding a conference even though a large amount of display information on a display is transmitted and received in addition to voice information and monitor video information, for example, in a network conference system.
SOLUTION: A priority definition file 13 is provided for monitoring a bandwidth utilized by a communication processing means 11 to transmit and receive a plurality of types of information through a communication line and for predefining processing priorities of the information in accordance with a combination of the plurality of types of information to be transmitted and received. When the amount of the information during transmitting and receiving is equal to or more than a fixed value as a result of monitoring by the bandwidth monitoring, an appropriate bandwidth for each of the information during transmitting and receiving is set according to the processing priorities by referring to the priority definition file 13, and the bandwidth of the each of the information during transmitting and receiving is respectively controlled on the basis of the set appropriate bandwidth.
