To suppress variation in thickness on the outlet side of a rolling mill, which is generated by variation in speed of tension reels on the inlet side and outlet side due to the tension variation of a material to be rolled.
A controller for the rolling mill is the controller for the rolling mill 1, wherein tension imparting/rotating means 2, 3 for imparting tension to the material u to be rolled and also performing torque unifying control are provided at least on either side of the inlet side and the outlet side of the rolling mill 1 for unwinding and winding the material u to be rolled which is rolled with the rolling mill 1, and a first tension variation predicting means 32 for predicting the tension variation of the material u to be rolled at least on either side of the inlet side and the outlet side is included, and on the basis of the predicted result of the tension variation obtained by the first tension variation predicting means 32, correction for adding the torque of variation balancing with the torque of the tension variation determining from the predicted tension variation to the torque command of the tension imparting/rotating means 2 on the side on which the tension variation is predicted so that the speed of the tension imparting/rotating means 2 is not changed in accordance with the tension variation of the material u to be rolled is performed.
