A preset control means 110 is provided and header patterns of an upstream cooling system 160 and a downstream cooling system 161 on both sides of an intermediate thermometer 156 are respectively calculated. A calculating means 2701 of the holding time of intermediate temperature and a speed pattern changing means 2702 are provided and preset control by which the holding time of the intermediate temperature is satisfied is performed by dealing the observance of the holding time of the intermediate temperature as constraint conditions. A dynamic control means 141 for cooling the first half and a dynamic control means 142 for cooling the second half are provided and minimize the effect of disturbance to the intermediate temperature and the winding temperature by properly using detected temperatures of three thermometers (a thermometer 155 on the outlet side of the mill, an intermediate thermometer 156 and a winding thermometer 157) and the speed of a steel strip during cooling control. Furthermore, a stabilizing control means 3001 for deterring that the second half cooling is made unstable by the output of the dynamic control means 121 for cooling the first half is provided.
