SOLUTION: The device capable of split transmission and priority transmission of this invention is provided with a user message discrimination section 200 that receives a user message externally, discriminates whether the user message is control data or traffic data and transmits the control data or the traffic data, channel interface sections 300, 400 that receive the control data or the traffic data from the user message discrimination section 200 and transmit the data, a traffic data control section 500 that receives the traffic data and information with respect to the data quantity and transmits the traffic data, storage sections 600, 700 that store the control data or the traffic data, and storage section management sections 800, 900 that measure the data quantity stored in the storage sections 600, 700 and transmit information denoting the measured quantity.
