An operator's operation recognizing part 14 recognizes the difference between the contents of the prepared recommended operation and the contents of the operation input and outputs operation recognition information. A recommended operation preparation knowledge learning part 15 refers to a running history database part 16 based on the operation recognition information, the operator's operation contents and the recommended operation preparation knowledge information and stores learned recommended operation preparation knowledge information obtained by leaning the recommended operation preparation knowledge information in the database 17.
