PURPOSE: To provide a filter with a wide flat band for which ringing is effectively suppressed by controlling the mixing rate of digital picture data from two kinds of LPFs whose cut-off characteristics are different based on the step detection output of input digital data.
CONSTITUTION: The LPF 1 is provided with the steep cut-off characteristics of a wide band and the LPF 2 is provided with the gentle cut-off characteristics of a narrow band. For the respective filter outputs of the LPFs 1 and 2, group delay characteristics are compensated respectively by delay circuits 4 and 5, timings for a step detection part 3 and a control part 7 are adjusted and they are supplied to a mixing part 6. At the time, the control part 7 performs control for gradually changing the mixing ratio of a mixing part stage before and after the stepwise change of the input digital picture data based on the step detection output by the detection part 3. Thus, the flat band is wide and the ringing is effectively suppressed.
