The disaster management server is provided with a disaster information acquiring part, a user information storing part storing location information of a user of the terminal device in association with an identification signal of the terminal device belonging to the user, an information providing range setting part setting an information providing range on the basis of the disaster information acquired by the disaster information acquiring part, an acquiring part of identification signals corresponding to users located within the information providing range, and a sending part sending the disaster information to terminal devices identified by the acquired identification signals. The terminal device is provided with an output part outputting disaster information receiving the disaster information sent by the disaster management server.
