A steering angle is acquired by a steering angle sensor 101, and the smoothness of an operation by a driver is calculated based on steering jerk as the second-order differentiated value of the steering angle time-sequentially acquired by a steering smoothness calculation part 111, and the psychological change of a driver is estimated according to the transition of the smoothness of steering by a psychological change estimation part 115, and when the smoothness of steering exceeds a preliminarily set threshold, it is estimated that the psychological change of the driver has occurred.
