PROBLEM TO BE SOLVED: To provide an electrode manufacturing device and an electrode manufacturing method that can suppress fluttering of an electrode intermediate body.SOLUTION: While a coating roll 32 and a region for forming an insulating layer 14 are in contact with each other, a controller 100 rotates the coating roller 32 in a first rotational direction D1 in which slurry 27 adhering to the outer peripheral surface 32b of the coating roll 32 is coated to the electrode intermediate body 15, and while the coating roll 32 and a region for forming no insulating layer 14 are in contact with each other, the controller 100 rotates the coating roll 32 in a second rotational direction D2 opposite to the first rotational direction D1, or stops the rotation of the coating roll 32.SELECTED DRAWING: Figure 1
