To provide a technique that improves producibility of hydrogen gas.SOLUTION: An electrolytic device comprises: an electrolytic bath where a plurality of bipolar type electrodes are arranged between an anode electrode and a cathode electrode, and to which electrolytic water raw water is supplied; a first power supply that applies a voltage to the electrolytic bath to conduct electrolysis; and a second power supply that transiently applies a voltage with a spike-like or pulse-like waveform that is in a direction opposite to a direction of applying the first power supply.SELECTED DRAWING: Figure 8
