An electrolytic reduction apparatus includes: an electrolysis tank 1 filled with an electrolytic solvent 2; and a cathode container 4 in which a metal oxide 3 is stored, and an anode 5 formed of a porous body, which are stored in the electrolysis tank 1. The electrolytic reduction apparatus further includes: a suction pipe 6 provided inside the anode 5; a buffer tank 8 to which the electrolytic solvent 2 sucked by the suction pipe 6 and an oxygen gas generated in the anode 5 are transported; and a release pipe 10 for returning the electrolytic solvent 2 that has been deaerated in the buffer tank 8 to the electrolysis tank 1.
