To prevent occurrence of hammering sound or an abrasion sound by suppressing rapid operation in opening and closing an engine valve, and to improve mountability to the engine.
An armature, an electromagnet for an on-off valve, and a spring on the valve opening side are stored in a casing, and a spring on the valve closing side is elastically mounted between the lower surface of the armature and the bottom of a holding hole. An oscillating cam 38 supported by a bracket 36 via a cam shaft 37 is turnably stored in a follower member 35 of the substantially square rectangular frame shape fixed via a guide rod 28 to the center of the armature. The oscillating cam is formed in a slender raindrop shape, and has lamp sections 42b and 43b having long travel distance rolling and contacting with first and second follower surfaces 35a and 35b, and a stopper member 39 that abuts on a step surface 36b of the bracket if necessary and regulates over turning of the oscillating cam, is fixed to the end of the cam shaft.
