This electromagnetic shield panel is configured of multiple layer glasses formed by separately arranging two transparent plate glasses through a spacer arranged in a peripheral edge, and forming an air layer closed between the two plate glasses, wherein the air layer is 5 to 60 mm in thickness, and a transparent conductive film whose area resistance is 1 to 20 /square is formed on the air layer side face of one plate glass, and a transparent resistance film whose area resistance is 20 to 700 /square is formed on the air layer side face of the other plate glass, and electromagnetic absorption of 1.5 to 10 GHz to 10 dB or more.
