To rescue passengers by moving, without using a rescue weight, an elevator whose car is stopped between floors in a weight-balanced state between the car and a counterweight.
An elevator passenger rescue apparatus includes a hoisting machine 3 for ascending and descending the car 9 and the counterweight 10 by moving a main rope 8 disposed within a hoistway 1; a speed governor 13 installed at the top of the hoistway 1, and detecting the speed of the car 9; a speed governor rope 16 which is wound on a sheave of the speed governor 13 and on a tension pulley 15 installed at a bottom part of the hoistway 1, and is moved while being coupled to the car 9, so as to drive the speed governor 13; a winch wire 22, one end of which is fixed to a lower position of the car 9 in the speed governor rope 16; a winch 21 for winding the other end of the winch wire 22 through a lower return pulley 20 installed at the bottom part of the hoistway 1; and a brake release device 6 installed on a landing 5 of the elevator and operated to release the brake of the hoisting machine 3 when the winch wire 22 is wound by the winch 21.
