To provide an embroidery data creating device which can create embroidery data by selecting thread colors suitable for representing an original image from among usable thread colors.

In an embroidery data creating device, a plurality of usable thread colors are stored while divided into groups in advance according to similarities when viewed by human eyes. A CPU replaces the color of each pixel in an original image with one of the usable thread colors and calculates a use frequency for each usable thread color. The CPU calculates the total value of use frequencies in each group (S24) and sets a priority for each group in descending order of the total value (S25). The CPU selects the usable thread color with the highest use frequency in each group as a thread color to be used, according to the priority (S36). The CPU sequentially repeats the processing of selecting one color from each group. When the selection number of thread colors to be used reaches a use number (S37: NO), the CPU terminates the processing.
