A limited normalization section 210 selects a normalization coefficient closest to a maximum value in absolute values of a plurality of input values supplied from a signal line 101 from among a plurality of normalization coefficients and normalizes the plurality of input values by the selected normalization coefficient. A quantization section 220 quantizes a plurality of normalized values outputted from the limited normalization section 210 to generate a plurality of quantized values. A code table holding section 230 holds a code table in which a variable length code having a code length which becomes longer as an appearance probability for the plurality of quantized values becomes small is assigned for each combination of the plurality of quantized values. When all the plurality of quantized values produced by the quantization section 220 are zero, a code output section 300 outputs to a multiplexing section 240 a variable length code corresponding to the plurality of quantized values included in the code table held in the code table holding section 230.
