PROBLEM TO BE SOLVED: To solve the problems of pseudo-synchronization or synchronization pull-out caused by the erroneous detection of a synchronizing code in an encoding apparatus.
SOLUTION: The encoding apparatus has a multiplexer 111 for generating a multiplexed code string 201 by multiplexing a plurality of kinds of variable length codes obtained by compression-encoding an input image signal, for each of a plurality of layers; and an output encoding apparatus 200 for assembling an output code string 205 by receiving the multiplexed code string 201. The output encoding apparatus 200 inserts the synchronizing code having a different length depending on the layer into the output code string 205 at any one of a plurality of synchronizing code inserting positions periodically predetermined in the same according to a synchronizing code insertion request signal 203.
