An oil pan chamber 2a is partitioned by a double wall by an oil scraping-up chamber 12, and even when oil is stored up to an upper limit oil level position L1, surrounding oil does not flow in toward the scraper 11 in scraping-up operation of the scraper 11, and excessive oil neither flows in the oil scraping-up chamber 12, and an oil scraping-up quantity by the scraper 11 can be set to a fixed quantity. Even when an oil level is reduced up to a lower limit oil level position L2, the oil is supplied in the oil scraping-up chamber 12 via an orifice opening part, and the oil level is kept constant, and the scraping-up quantity by the scraper 11 can be maintained constant.
