To excellently make both compatible in restraint of the deterioration in fuel economy and control of NOx emission, when restarting an internal combustion engine, in an exhaust emission control catalyst device and a control device of the internal combustion engine having this device.
An exhaust pipe 14 of the internal combustion engine 10 is provided with a first three-way catalyst 18 including an OSC material, and is also provided with a second three-way catalyst 20 carrying only rhodium Rh on the upstream side of the first three-way catalyst 18 as noble metal and without including the OSC material.
