An exhaust emission control device 2 includes a purification unit 12 having a casing 13 and a first exhaust gas flow passage 5 arranged in the casing 13. The first exhaust gas flow passage 5 has one or more exhaust gas purifying elements 9, 10. A second exhaust gas flow passage 6 is provided in a cavity 21 of the purification unit as a member integrated with the purification unit 12. A confluent part 7 is provided as a member integrated with the purification unit 12. The first and second exhaust gas flow passages 5, 6 are merged at the confluent part 7 so as to form a common exhaust gas outlet 8 of the exhaust emission control device 2. An exhaust gas purifying system comprises the exhaust emission control device 2 and a flow-passage switching device.
