This exhaust heat generation system (30) for regenerating the exhaust heat of an internal combustion engine (10) comprises an evaporator (31) for rising the temperature of a medium by exhaust heat of the internal combustion engine (10), an expander (34) for generating rotation energy with the temperature-risen medium, a condenser (35) for cooling the temperature-risen medium, and a pump (36) for circulating the medium. The system comprises a storage part (32) for temporarily storing the medium whose temperature is risen by the evaporator (31), and an outlet valve (33) for controlling whether the medium stored in the storage part (32) is communicated to the expander (34) or not.
