An upper neck section 41 positioned at a releasing end section of a main body 12 has an inner circumferential notch 52 of which diameter is expanded along an inner circumferential wall 50. A diameter of the inner circumferential notch 52 is expanded from the inner wall surface 50 in a radial direction in order to store a rib holding member 38 of an engaging portion 26 of the cover 14. A second sealing surface 45 is formed above the inner circumferential notch 52 and a radius of the second. sealing surface 45 is smaller than that of the cover seal surface 36 measured from a central axis of the cover 14.
