A contact part 42 can be deformed between the contact position in contact with the plus electrode of a cell 33 and the non-contact position apart from the cell, and is elastically deformed from the non-contact position during manufacturing and held in the contact position by a press plate 35 formed as integrated with the bottom closure 32 of a cartridge chamber 27. When the bottom closure 32 is opened to take out the cartridge 25, engagement by the press plate 35 is released and the contact part 42a recovers to the non-contact position by its elastic force to stop power supplying to an IC 40. Once power supplying to the IC 40 is stopped, it inhibits charging of a strobe apparatus even when power supply is restarted unless a specified release signal is inputted.
