PURPOSE: A finishing cosmetic having well balanced properties such as spreading properties, adhesivity and proper luster, slightly causing change in color, having chemical stability and providing slightly change in quality, obtained by blending a cosmetic with fine powder titanium oxide coated titanium oxide in a thin pieces state.
CONSTITUTION: A cosmetic is blended with titanium oxide in a thin piece state, whose surface is coated with fine powder titanium oxide (preferably 0.005W0.1μm diameter). Titanium oxide having an average value shown by the formula of (maximum diameter+minimum diameter)/2 of 0.8W70μm and 0.2W20μm thickness is used as the titanium oxide in a thin piece state and a weight ratio of the fine powder titanium oxide to the titanium oxide in a thin piece state is prefer ably 0.01W2, especially 0.05W0.5. When the titanium oxide is used as extender pigment, the amount of the titanium oxide in a thin piece state, having low luster, is 2W60wt% in the case of an oily foundation and 20W90wt% in the case of pressed powder or pressed foundation.
