A disc-like base member 1 where a stud bolt 2 is erected is screwed on the surface of the wall surface panel P having the heat insulating material W on the back, the base member 1 is covered with a fancy cover 3, and then a box nut 5 is rotatably mounted on the stud bolt 2 with a pressing plate 6 and a nut 7. The box nut 5 is engaged with a screw part 9a mounted on the end part of the hand bar 9, and the hand bar 9 is connected and fixed to the wall surface panel P.
