A flame-retardant paint 6 given with flame retardation property is formed by blending and dispersing a compounded particle 10 for giving flame retardation property, a substrate 50, and a pigment 14 (a single particle for giving flame retardation property and a flame-retardant particle may be included) in a paint vehicle 8. With this flame-retardant paint 6, flame retardation property can be given to various parts. What requires flame retardation, such as buildings, vehicles, furniture, clothing, accessories, etc., are protected with a paint film formed by painting it, therefore, many painted materials can be protected from emergency such as a fire, and greatly contributes to the protection of human life and property.
