The floor heating structure includes a heat storage layer 4 supported through a base 2 fixed on a rising foundation 1, and heating a floor material 3 disposed at an upper part by heat radiation, a heat-retention layer 5 formed at a lower part of the heat storage layer 4 and retaining the heat of the heat storage layer 4 at a side opposite to the floor material 3, and a ventilation layer 7 formed at a lower part of the heat-retention layer 5 in a state that outside air can be replaced for cooling the ground 6 side through the heat-retention layer 5 of the heat storage layer 4. By positively cooling a lower side of the heat storage layer 4 by the ventilation layer 7, the lower part is prevented from being heated even if a part of the heat radiated from the heat storage layer 4 acts on the lower part through the heat-retention layer 5.
