To provide a fluid measuring device, a fluid measuring method, and a program, which are highly convenient.SOLUTION: A fluid measuring device comprises: a flow channel through which a first fluid flows; a first light receiving and emitting unit having a first light emitting unit that radiates light, and a first light receiving unit that receives, of first radiated light radiated from the first light emitting unit toward the flow channel, first scattered light scattered by the first fluid; a second light receiving and emitting unit having a second light emitting unit that radiates light, and a second light receiving unit that receives, of second radiated light radiated from the second light emitting unit toward the flow channel, second scattered light scattered by the first fluid; and a calculation unit that calculates the flow condition of the first fluid based on the first scattered light and the second scattered light. The calculation unit associates a first calculation result indicating the flow condition of the first fluid calculated based on the first scattered light and the second scattered light with a second calculation result indicating the flow condition of the first fluid calculated by a method different from that for the first calculation result, to thereby calculate the flow condition of the first fluid.SELECTED DRAWING: Figure 7
