This fluid suction and delivery device is provided with an inner cylinder rotationally fitted to a fitting hole of a device body, a cylinder slidably fitted to the inner cylinder, and a plurality of through holes formed in the inner cylinder. When the cylinder reciprocates interlocked with the rotation of the inner cylinder and one through hole of the inner cylinder is communicated with a suction hole of the device body, the other through hole of the inner cylinder is communicated with a delivery hole of the device. The device is so constituted that, when the fluid is sucked from the communicated suction hole, the liquid is delivered from the communicated delivery hole.
