PURPOSE: To foam precisely a foaming chemical agent by using chemical agent mixed liquid compressively transferred under low pressure, use the agent highly efficiently in the various kinds of uses such as bathing, cleaning, fire extinguishing and disinfecting and control the quality of foams correspondingly to the variation of pressure and the like of chemical agent mixed liquid.

CONSTITUTION: Chemical agent mixed liquid is jetted from a jetting nozzle 13 into a foaming cylinder 14 provided with foaming mesh 10. Air from an air intake 17 is mixed with particles of jet flow of chemical agent mixed liquid jetted out of said jetting nozzle 13, and a mixture of said particles with air is collided with the mesh 15 at high speed to separate a foaming chemical agent by the foaming mesh 15 and discharge the same.
