To provide a foot warm bath not using water and to provide a safe and easy-to-handle foot sterilizer and a foot massager.

A base plate 2 for mounting both feet thereon is provided inside a main body 1, a cover 9 for covering a part from the toe to the instep is provided above the base plate 2, and an air chamber 4 is provided under the base plate 2. An ultraviolet ray irradiation port 3 is provided on a part or the entire surface of the base plate 2, and an ultraviolet ray lamp 5 is provided inside the air chamber 4 so as to irradiate the feet with ultraviolet rays through the ultraviolet ray irradiation port 3. Further, a far infrared ray heater 6 for irradiating the entire feet with far infrared rays and a blower 8 for sending air to the feet are provided inside the main body 1. A foot sensor 7 for detecting insertion of each of left and right feet is provided, the right foot and the left foot are partitioned to the right and left sides by a partition plate 12 and the ultraviolet ray lamps 5 corresponding to the feet respectively are provided.
