To provide a front substrate for a display which provides a high quality appearance having a sense of unity with an outer frame and to provide a display device using the same.

A front substrate for a display is provided with a first light-shielding layer formed in an outer frame region of a surface on the visible side or the invisible side of the substrate and is disposed on the front side of a display panel in such a manner that in the visible side its entirety to the outer edges of the first light-shielding layer is exposed and visible. On the invisible side surface of the substrate, a second light-shielding layer having an identical light-shielding property with the first light-shielding layer is formed in the non-shield region from the outer edges of the first light-shielding layer to the edge parts of the substrate. The visible side is provided with an appearance with which a uniform light-shielding property is visually perceived in the entire region from the outer frame region where the first light-shielding layer is formed to the edge parts of the substrate.
