An aggregation promotion section 24A for promoting the aggregation of dust in fuel by changing the direction or the speed of flow of the fuel is provided to a filter assembly 20A so that the aggregation of the dust in the fuel is promoted on the upstream side of at least the filter layer 22A which is the second finest filter layer among the second filter layers 21A, 22A, 23A.
