A fuel injection valve 50 includes a nozzle body 51 having a nozzle hole 52 which is formed on its fore end in an opening and closing manner, a first needle 53 having a first spiral groove 53a1, and a second spiral groove 53b1 for imparting the swirling component to fuel flowing in the nozzle body 51 toward the nozzle hole 52, and a rotation-driving means 55 of a spiral groove forming part which rotates the spiral groove forming part and imparts the swirling component to the fuel flowing in the nozzle body 51. The swirling component to be imparted to the fuel is controlled, and accordingly the void ratio is controlled by controlling the rotational speed of the first needle 53. By controlling the void ratio, the desired fuel injection amount is ensured, and the desired fuel injection mode is ensured.
