A motor housing 6 is erected on a base bracket 2, a motor rotor 8 is stored in the housing, and a brush holder 9 is inserted in the axial direction to cover it. The brush holder 19 is provided with a motor shaft 8a opened in the insert direction, a brush fixing part 9f, and a through hole 9d. The thus formed motor part M is covered with a pump unit casing 15 fixed to the outer peripheral part of the base bracket 2 and extended in the coaxial direction, and the upper part of the casing is covered with an outlet cover 11 having a delivery port 11a, thereby providing a clearance gap continuous in the radial direction in a space up to the brush holder 9 to form a filtration side communicating passage 12f.
