This fuel comprises a waste plastic and coal as raw materials which are obtained by mixing pulverized coal with a cut waste plastic and lime being a desulfurizing agent, compressing, forming and melting the plastic, the coal and the lime by frictional heat by a granulator and emits a small amount of a sulfurous acid gas.
